Uruguay == Martín Casimiro Martínez Fagalde. Not fascist, just nationalist. Nothing indicates he was fascist. He was part of the constitutional assembly after world war one, took part of the election of 1942. Pretty democratic ! Maybe I could put NON-ALIGNED (centrism) or moderatism ? I think He should be classified in Democratic liberalism party (the economical ideology of his party), or conservatism.

He was a member of the nationalist party of Scotland, but as a communist member of a party, he was in the Great Britain communist party, not the scottish one. Moreover, this man never exerced a political function, he was just a member of a parties. Just as I am ;).

Did he exerced poitilical functions or made activities for Wales instead of Great Britain?

Based on suggestions, I can bring some answer:
Uruguay == Fascism - Pedro Manini Ríos (Partido Colorado) > Nothing indicate he was a fascist. He was on the same party as Gabriel Terra (who is set as democratic into the game).
In contrary, he was more on the way of democracy:
"It is the main actor in the agreement with the whites facing the elections for the convocation of a National Constituent Assembly, to reform the Constitution of 1830, where it is possible to impose on the government the criterion of the universal (male) secret vote and proportional representation ( partial).

Some government spokesmen maintained that the secret ballot was a cowardice. Oh men of the directing influence that later led to the "legitimate influence"!

These elections took place on July 30, 1916 and it was the first time in independent Uruguay that citizens enjoyed these benefits.
And it was also the first time that the gubernatorial candidates were defeated in all departments, except Artigas."

Paraguay ==
- Rafael Franco is set by Paradox as the communist leader. Because he made a lot of social-communist politics. I can't set him as the democratic leader because there is already another one.
- the "Movimiento Nacional Revolucionario" has been created in 1942.

Peru ==
- if I set Manuel Prado Ugarteche as democratic or non-aligned, that you recommend, do you have a fascist leader to replace him ?
I MUST set the fascist party at the 1939 strat to respect the balance of the game, because Paradox set this party.
- Eudocio Ravines (Partido Comunista del Perú): he became liberal "After making two trips to the Soviet Union, he became disillusioned with communism and abjured that ideology. He compared this change with that of Paul of Tarsus struck by the ray of truth on the road to Damascus. Guided by Pedro G. Beltrán, he became a defender of liberal economics." (wikipedia)
It is better to put Julio Portocarrero as the communist leader.
- Manuel Arturo Odría Amoretti better fit than Zenón Noriega Agüero as the non_aligned leader.
- Luis Antonio Eguiguren fascist ? NO: h was part of the "Partido Socialdemócrata del Perú": ideas: Humanismo cristiano

Costa Rica ==
- "Fascism - León Cortés Castro (Partido Republicano Nacional) #1939 leader, was anti-semite and had some sympathies for fascist regimes. There were nazi parties in Costa Rica but none of the leaders had photos"

- FASCISM == Fascism ? José Coronel Urtecho swang ideas to become an oponnent to Somoza later.

Honduras ==
- Rexism: maybe Abraham Williams Calderón (Partido Nacional de Honduras). Nothing indicates that he was fascist or authoritarist.

Guatemala == National-Socialism - Otto Langmann (Partido Nazi de Guatemala) ? He returned in Germany in 1931 and served in Uruguay since 1937.

Puerto rico ==
- Marxism - Juan Antonio Corretjer (Partido Comunista Puertoriqueño)
Why ? He was part of the Nationalist Party of Puerto Rico. I found any mention of marxism for him.
- Falangism - Pedro Albizu Campos (Partido Nacionalista de Puerto Rico). Why ? Nationalist/independantist is not fascist.

Panama == Ricardo Adolfo de la Guardia NON-ALIGNED ? No, because "During his presidency, he became a great ally of the United States, mainly on the occasion of World War II, leasing 134 military bases throughout the country through the Fabrega-Wilson Agreement. Also, during his government, he declared war on the Axis Powers on December 7, 1941, becoming the first Latin American country formally at war with Nazi Germany and Japan."
