And they are not the same as far as I am aware.

I hope this little drop of information helps since I thought it was worth bringing it up to you considering how many times I've tried and tested this odd crash.
Hope this helps.
1. Put all your mods into a private collection. This will allow you to unsub and resub at once, saving a lot of time and making life easier.
2. Unsub all mods.
3. Delete what is written in /Documents/Paradox Interactive/Hearts of Iron IV/mods_registry.json. No need to delete the file itself and I suggest you don't since I tried it, followed by me verifying integrity of the files and not getting it back.
4. Delete all ugc files of the mods you are not working on. This is the culprit of the problem, in that they remain despite the mod itself being wiped out in the uninstalling of the mods. Location of the ugcs are in /Documents/Paradox Interactive/Hearts of Iron IV/mod.
5. Reinstall/resub all mods.
Tl;dr: Make a collection, unsub all mods, delete what is written in mods_registry.json, delete the remaining ugc files of mods not being worked on by you, and then reinstall all mods.
