just wait until it expire, or debug to remove this quest before you accept it. If you have already accepted it, you will need to use debug to generate an alternative ceremony quest to grand a title for your pawn. Otherwise you will never get another normal ceremony quest due to the presence of this faulty quest.

By the way I don't think this error comes from empire. I doubt the Vanilla Expanded Core for being the cause.
