There is no difference between the two mods. Both allow you to use modded items.

You can configure the storage to have any vanilla or modded stackable item you want.
i.e.
/Game/Mods/AE/Items/DinoBlood/PrimalItemConsumable_DinoBlood.PrimalItemConsumable_DinoBlood
is the spawn code... Do I just add that or is there another location?

Think of it this way. Why would a server allow any random player to reconfigure gameplay?
The documentation goes into great depth on where this config goes alongside the ark server config wiki.
Just get your admin to do it.
