Get doctor medicine

I have plenty of boxes of medicine, and completed the mission to blow up the house in order to get medicine. but whenever I visit the doctor he says the people still need medicine and there is no option to interact with him. does anyone know a fix for this?

Same issue. Everyone died and the Doctor left the island.
