Diary of Oscar M. Garret (OMG) [January Patch]
I have the aforementioned Diary in inventory. Unsure how to proceed as the Intel File under "CIVILIANS: Mysterious Body" is now blank. I understand it previously mentioned something about looking into his passing. No obvious prompts from trying to interact with the Diary. Looked into the nearby caches and map coordinates found across the water.

If nothing else a clever OMG insert for an Easter egg. Cheers!

Update after January 13th patch:
More Intel information regarding the mission after picking up the diary. Checked out all marked locations and looted what I needed. Mission never completes or just remains as a reminder that there are unmarked(owned/carried map) caches about.

Eventhough I can't open any journal or his diary, I think I found some answers to his case: You find him washed up with a gunshot wound to his head. He seems to be a member of IDAP as his clothes and belongings indicate. If you get to the wooden house on the main island opposite to his body you find inside three dead looters. They were probably surprised while in their sleeping bags, killed with an axe and maybe a handgun, as they have corresponding wounds. If you look around you'll see a lot of most likely stolen goods, a lot of that belongs to IDAP. If you leave the house and go to the pier, you can find a handgun in the water.

My guess: These looters stole the IDAP goods. Oscar M. Garret located them, attacked the looters while they were sleeping, killed them but then couldn't live with what he had done and commited suicide at the pier. The current took his body and washed it ashore on the smaller island.

Or maybe there is a third party involved, that killed him afterwards, although this seems unlikely at the moment without further evidence.

Maybe there’s something very ‘cursed’ in those waters...
@Vertreter I like that deduction. Maybe that was all the Devs intended for us to look for. In which case I think I can safely close this case.
@soceris The "Cursed!" map marker I never fully looked into actually. I'll go check there next. Maybe there is some naval mines that will find me first.
