I kept the mods to a minimum for testing and found that as soon as I added a new colony character using the character editor, the clothing settings reset to unlimited. I also spawned a colony character using the game's built-in developer mode for testing. But my clothing controls did not change. So I am now more inclined to believe that this is the problem.
