I used to be able to spawn quests to do the city defend thing but now I can't and I'm not sure what the difference is besides whatever update happened in the last year to change it. If I try to spawn the incident it just says Quest_City_Defend [NO] and does nothing when I click on it. I'm not sure what I'm missing to enable the quest, and I've already tried asking in the comments multiple times so I'm asking here instead. Does anyone know how to fix this or what I'm doing wrong?

I have the quests enabled in settings, so it's not that. The only thing i can possibly think of are that my colony is technically tribal but my other colony was tribal last time I spawned the quest too.
