How does the prison break quest work?

I'm in the city now, but I don't know how to find the prisoners and break them out. Do I just kill everyone else in the city?? That just doesn't seem to make sense to me.

They should be inside one building or another, this is extremely tedious.

Good luck, destroy the mortars and just build a whole small base there with triple thick walls if possible.
