Cars ignore traffic light

I've set traffic signal table with tm:pe on last update, and I found that cars ignore signal and makes some junctions jammed. imgur [imgur.com]

Nothing has changed, you have to use longer segments traffic light prop must spawn on the side) or lower speed limit
