So let me be sure I understand:
You have DS storage items (btw, there is only ONE vanilla storage item, the shelf) set to receive hay (hay rack, for example), you have hay sitting around, and no one takes it to the rack? Ever?
Download the debug version from GitHub, turn on all the debug options under the 2nd mod option menu.
Start a naked brutality tiny tiny map and destroy everything in the map using dev tools. Get one pawn with job logging turned on. Spawn one hay rack, one pile hay, and see what happens. The log should be fairly straightforward.
What could be either good or bad news is that I've just discovered that it's also happening for wood and steel. So it may not be specific to items, just something jumbly with the storages.

Anyway, I'll go download the debug branch and give a test a whirl. Quick question; do you know where exactly I go to turn on job logging?
I didn't change my mod list at all between the bugged state and the debug version. And I definitely have 1.2.0.3 so the only thing I can think of is perhaps it has to do with the custom settings I use for deep storage. I change a few things but most importantly, I use the user modified build settings and I crank up the values to insane (like..millions) so perhaps one of my settings there is bonkers. I'll keep trying things out anyway.
