I ended up downloading them from 3rd party websites. You can also compile some of them from github if you pick the right commits but there are way more mods on the workshop.

I downloaded mods from steam workshop using a 3rd party website. You'll need ModTheSpire, basemod, and your mod's required mods.
Run ModTheSpire.jar using the java runtime environment provided in the game's folder and check your mods to enable them, then click on play button to start the game
