Also, you might want to include propaganda decisions with heavy tanks/ships/rocketry tech unlocks to reflect the extensive Tiger, Kriegsmarine, V-1/V-2 and jets propaganda, the effects of which can still be seen today due to the large amounts of modern Wehraboos.
On the other hand, the the Eastern front had numerous defectors, both Soviet and German, but especially Soviet. As we know, the Germans formed the ROA and the Cossack auxillary brigades. So maybe include a little manpower gain for Germany (and maybe loss for USSR) for airdropping leaflets (just how much is up to you). For the USSR maybe gain factory production bonuses due to most prisoners being sent to GULAGs.
Idk which prerequisites there should be, but IMO "Nuts!" would be a cool decision for the US to have. Maybe have a flat defense (maybe attack?) boost against GER (and maybe ITA and Vichy) forces.
