I spotted one bug. Public speaches for Stalin doesn't work because requirement is "Josef Stalin" as Soviet leader, but after new patch devs renamed Josef to Iosif Stalin. Please could you repair it so we are able to use this speache anymore? :)

so I followed the instructions of @Hyrulite and his instructions worked for me and solved alot of issues with mods with the missing descriptor error, ill paste the instructions if your interested in trying it out just make sure you back up your saved game folder in the HoI4 folder then after youve completed the instructions just paste it back into the same place

1. Navigate to C:\Users\'your username'\Documents\Paradox Interactive
2. In that folder you'll find subfolders for each PDX game you have installed
3. Delete the Hearts of Iron IV folder (don't worry, it will get rebuilt when you launch the game in step 6)
4. Run the Hearts of Iron IV game launcher
5. Go to the 'Mods" tab and re-enable the mods you want to use (deleting the folder in step 3 deletes your mod playlists)
6. Press play and once you are in-game you'll find the decisions for the speeches appear/work again!

*missing a descriptor file * error in the launcher for me

1. unsubscribe from mod
2. open launcher
3. open "all installed mods"
4. reload all installed mods (refresh-symbol)
5. close launcher
6. subscribe to mod
7. open launcher, wait for mod to download properly and run game with only this mod activated
- this worked for me. how 'bout you?

i dont know. if "hearts of oak" changes the names of political parties or certain national focuses some speeches wont be available but the game will still run fine. theres a link above in the description with more details!

oh uhm lets see here... the speaker is joseph goebbels. he's reading a letter / speech written by adolf hitler on the 22 june 1941 (adolf himself was busy that morning). it was broadcast on the radio and the speech appears to be called "Declaration of War on the Soviet Union". i found a transcript on this website - i have no idea if its accurate:

it's called "Announce the invasion of the Soviet Union" and is visible from the start of the game (only 1936 bookmark though). you need joseph goebbels as a political advisor and a wargoal against the soviet union for the decision to be available. PS: all questions are welcome! worst case scenario is it might take me a couple of days to answer sometimes

a descriptor-file is a file that is located in this mods folder (more info on this link: https://hoi4.paradoxwikis.com/Mod_structure) . i have the same problem with other mods for HOI4: I download a mod, the file is there, but the launcher claims it is not. unfortunately i dont have a solution for that, other than to make a local version of the mod.
