FAQ05 : Is this mod modify the AI ?
Yes : Because in the base game, the AI cant choose some tech until a certain moment.
With this mod, the AI can choose every tech available, so it behavior is a bit modified (But not directly by the mod itself).
It's often based on what the other nation are doing.
