Suggestion: Static Combat Intelligence/Natural Aptitude Second Wave Option

Just an idea I had--set the base CI/NA as like... 3 or so. Perhaps splitting the 'roll one or two slots higher' origin perk into either two seperate +1 bonuses, or a +1 bonus and +2 bonus with a drawback of some kind
