Third Reich of Dokutz: Every general is 1/1/1/1 except for "Am Isuel" that is acquired later.
O'France: Every general is 1/1/1/1.
Empire of Aeris: Generals have actual skill stats.
UHOS: All generals are 1/1/1/1
Japan: Generals have their stats
Empire of Chun: Generals have their stats
Popoland: Generals have their stats
Gamerica: Generals have their stats
Six Nations: Generals have their stats
Republic Empire of Itarin: Generals are all 1/1/1/1

Out of the major powers the following have bugged general stats

Dokutz
O'France
UHOS
Itarin

I did not look into the minors or most of the puppets of Aeris. Hope this helps you!

yeah, the files where are the commander skills and some country stats are located are outdated... i need to get the new ones out of the game and modify them

Reporting an Issue that was mentioned in the main comments

With the mod active, Germany is blocked from their Kaiserreich Focus Tree. I'm not sure how to fix this issue as I tried to figure this out for myself when I wanted to modify Kaiserreich portraits myself and change names there.

Edit: I have discovered the cause. Inside the national_focus folder, it checks the NAME of the leader specifically.
