Was it a Vanilla Rock Golem or modded in any way? Do you have Combat Taming disabled?
Technically it wouldn't have been aggro'd when it took the bait, but that the initial aggro may have simply allowed it to un-disguise itself. In my testing, if Combat Disabled is false, simply shooting a sulfur bait within radius of a disguised Rock Elemental should cause it to un-disguise, pursue the bait, and upon eating, prevent it from disguising again.
If Combat Taming was enabled, it would have required a Rex Arm trophy first, due to it being so powerful. Once target prevention was unlocked, it would take the sulfur baits as normal.
Are you playing SP or online?
Not even sure how this could have happened. If the mod's installed and no ini options are added, there is explicit checks that if a Dino is a Combat Tame(which by default I've set Rock Elementals to be) and isn't yet being Immersive Tamed, it needs to be activated by a specified Combat Bait, which for Rock Elems is a Rex Arm Bait.

I agree completely. I happened upon in the desert... there was sulfur right there, so I tried it. I KNOW it's not SUPPOSED to work, but it did.
It's a dedicated server I'm using for a community.
