Possible Bug Siring

So I have tried creating a new Vampire with my 11th Gen Lasombra and every time it kills the person who I select to Sire, any idea why this is happening?

Also when I create a Ghoul it shows them as a Lasombra but uses Tzimisce powers.

Whenever you give vampirism to someone, the sire drains them til they die, then gives them some vitae to create a new vampire.

I know that, but they dont revive into a vampire after death. They just die.
