Report a translation problem
If an AI Planner of some kind is not available, the fallback would be to see if Unitcontrollers were available to modders either directly or indirectly (https://chadvandy.github.io/tw_modding_resources/battle/battle_unitcontroller.html). If so, they could be used create something like your own AI Planner. That would be more work and might not be as effective in certain situations, but at least it's something to consider.
