Empire - Gold Order campaign, can't recruit heroes?

I'm about 22 turns in and I'm unable to recruit heroes. What is required to recruit heroes again? Is a certain population count or build required? I don't remember this taking this long to recruit heroes in my Crooked Moon campaign. I can recruit Lords just fine though. Any ideas? Thanks.
