The Devs said very often very clear that no Canon things will be added
The reason behind the constant "no" towards small factions being playable or introduced is because the amount of work needed to add something that has either a very small roster, a very small significance, or isn't relevant to the given timeline the mod is placed in.
There is however "Revans Revenge" & "Imperial Reign" TBA that will make room for some of these factions however if its purely FANDOM or DISNEY it will never see the light of day unless someone makes their own submod. And no one is going to do that any time soon.
Simply going to the fandom/wiki and coping ideas from there and sharing them here does nothing. The players and devs are very knowledgeable already. Don't get me wrong, the suggestions are welcome but the problem lies with how persistent you come across. Clearly you really want more crime factions introduced and I simply do not want you to get your hopes up (and hopefully) telling you that the Hutt expansion soon to release for TR will cover most of your bases.
When reading the page you linked about the crimson dawn you CLEARLY see that all the sources and appearances are from "Solo, a Star Wars Story." no where is the word "legends" listed.
And when you review content on the Wookieepedia site, each page at the top before you get to any info its listed as either cannon or legends or both. Also, Wookieepedia is not a very good source for info. It's heavily outdated and is easily edited by whomever wishes to do so.

If you scroll down (lol) and clearly research what the sources actually ARE and not just concluding that because it doesnt say "DISNEY" or "SOLO STORY" in the TITLE that its unique or relevant.
