Fleet Tender Seems to Not Work
I've noticed that while the Fleet Tender ability works for the AI, when I use a ship with the ability it rarely if ever actually makes repairs to damaged ship systems, no matter how close I have it. Is this a known issue and is anyone else experiencing it?

It is a known base game issue yes
Nothing a mod can fix sadly
