Are these only buildable on select planets? How do I get to build more? Thanks

They're the level five defensive starbase of Imperial factions.

So the planets with 5 space slots are the ones I can build them on? I'd like to know as I love the CREDIT boost I get from them :D

Yeah, you can only build them on planets with 5 Space Defense slots under the planet name, like how you can only build tier 4 shipyards on planets with a 4 below the line.
