Adding a new key with a modified item listing worked. While I was at it due to settling a tiny ultra rich radiated planet so I could build military outposts and maintain the integrity of my empire, I created the economic center cause one research tile rules that out and no food and while the production tiles are too good to waste you can't justify a space elevator or robo miners or pollution control or defense structures. Modified production build to neutron collider, then space port, holo simulator, and trade goods. Not even sure the investment in the simulator is worth it, but since there is no marine barracks moral bonus adding it just to be safe. Not sure if there would be an adequate return on a stock exchange. Here's the code if you want to massage it for the next release:
