Ships blockading a planet - when attacked by planet owners - owner's should not be able to use starbase,etc

Is it possible to add some Diplomacy options?

One thing I find a bit annoying in this game is when two races go to war, they keep trying to drag me into it when I really don't feel like doing so at that moment. I was wondering if it's possible to add a diplomatic feature to broker a peace between two races, or at least ask them to stop fighting for the moment.
