Temporary fix to 3.3
I found a way to fix a bug with missing ethics & civics in AI Empires.

You just have to do few steps listed below:

1. Copy folder '{your_steam_folder}\steamapps\workshop\content\281990\1100284147' to location '{documents_folder}\Paradox Interactive\Stellaris\mod' and rename to more appropriate name.
2. In location '{your_documents_folder}\Paradox Interactive\Stellaris\mod' find file 'ugc_1100284147.mod'. Duplicate this file in the same location and rename to (for example) Ethics&Civics. Now open this folder.
3. Change supported version to "3.3.*" and remove line with "remote_file_id". Then change path to location where copied folder is stored.
4. Go into this folder and open "descriptor.mod". Change supported version to "3.3.*" and remove line with "remote_file_id".
5. In this folder find file common\ethics\00_ethics.txt and common\ethics\00_ethics.txtethic_rebuild_ethics.txt. REPLACE ALL OCCURRENCES of phrase "value =" to "base =" . Then save these files.
6. Open Paradox Laucher and find new mod with name 'Ethics and Civics Classic 3.2'. Add this mod to your set.

At this moment this fix solves a problem with bugged AI Empires.

It does work. If the mod isn't showing up on your modlist, then instead of using "\" this slash use "/" this slash when you are writing the mod's "address" in the 1100284147.mod file (or whatever you renamed it to).

I can get this to work. I get the "new" mod to show up but the ethics are just vanilla.

I may sound demanding, but I think I'll just wait for the mod to be updated (to be fair, I'm only afraid to ♥♥♥♥ something up lmao)

If you can't get it to work with the way Morteniusz described, you can also edit the files in the steam folder directly.

It works,but there is another problem that factions will provide hundreds influence rather than unity
I guess replacing all the phrase "influence = 2" in every faction.txt of the folder "common/pop_faction_types" to "unity = 0.5" may be the way to solve

This fixed despicable neutrals for me, though just edited the existing mod instead of making a modmod. Couple other things folks can manually fix: change the administrator job to the politician job. Add unity to bureaucrats and remove admin_cap modifiers. Generally replace admin_cap wherever you see it. Helps to have two notepad++ windows open with vanilla files in one to compare and the mod files in another.

Does changing the values include ALL values e.g. "category_value =", "is_same_value ="?
Or just the base "value =" lines? e.g. "value = 1"

Hmm, so what could we do with the admin caps that need to go..? Just making it unity modifiers seems boring, but maybe some empire size mult modifiers? Balance well be hard but suggestions are welcome :-)

btw there is more errors that come with the not yet updated, in 3.3.4.
I made a patch for someone, only change from an updated version of this mod, is unbiases generation of empires:

When the Great Khan splits apart, the new factions have the same despicable neutral issues, so whatever file governs that will also need to have the same changes applied. Plus any other crisis faction I imagine

this will be too hard for most people, can you release a compatability pach for 3.3?

this isn't an update/comp patch, it just fixes the spawn issue, empires generated will still follow 3.2 patch rules, so bureacrats et al are completely broken.

Either wait for petruxas update, which may take some time given his situation and the scope of the update, or use the "Ethics&Civics bug branch" project, which is an offshoot of this mod for the time being.
