Description
Added pharmaceutical factories and hospitals.
Pharmaceutical factories produce pharmaceuticals. Pharmaceuticals are used for the consumption of narcotics by the population and in hospitals.
Hospitals consume pharmaceuticals and administrative resources, reduce regional mortality rates, lower regional pollution, and have production methods that can regulate regional birth rates.
Adjusted health laws to adapt to hospitals and pharmaceutical factories.
Added one basic pharmaceutical company and 15 specialty pharmaceutical companies.

if its a scaled modifier it increases essentially for each building level you have. if you set it to unscaled it will lock the modifier to what it says, though if you don't make a lot of hospitals in the same state it should be fine. but I just found the bureaucracy cost to get to a silly level for me

Tbh, after playing today, I think it would be better if you made "state_bureaucracy_population_base_cost_factor_mult" a un-scaled modifier
