RICE + IBL Compatibility Patch

Description

Updated to version 1.12.5 (Scythe)

Makes RICE traditions, MaAs, and events use IBL terrain when appropriate, like the Arctic Warriors tradition giving bonuses in High Boreal terrain.

Load Order:
1. Ibn Battuta's Legacy
2. RICE
3. RICE + IBL Compatibility Patch
4. Ethnicities and Portraits Expanded (Optional)
5. IBL + EPE Compatibility Patch (if EPE is used)
6. RICE + EPE Compatibility Patch (if EPE is used)
