What that means is that sometimes you'll still be spotted immediately, but other times you'll manage to go unnoticed when you otherwise would have been seen.
I could look at improving stealth XP gain when wearing the ghillie suit, this could just be an XP gain modifier on vanilla Stealth XP (much like an occupation boost).
I would probably want to add that as a mod option, so people could disable it if they wanted, as I could see some people not wanting it to affect the Vanillia skill progression.
