Personally, I'm fine either or, it's just that in game, the state gets double penalties from being both part of Banovina Serbia and Croatia, which makes the state incredibly weak. I wouldn't split the state, I am not a fan in general of micro states just for pedantic reasons. There is really no choice here that will make everyone happy in historical sense. I just cared about the gameplay part. And besides, the Independent State of Croatia got the whole Syrmia state regardless, so might as well emulate it through granting it whole to the Banovina of Croatia.

i am aware but making a new state purely for that would be somewhat pointless
thought i will think about adding it at some point in the future alongside maybe reworking some other states

No, only the western (Croatian) part of Srem was inside the Banovina of Croatia before WW2.
The eastern (Serbian) part stayed in the Danube Banovina. So the mod was right now its wrong

State of Syrmia seems to be part of both Banovina of Serbia and Croatia, which gives it double penalties. Historically, it should be just Banovina of Croatia
