I think it would be cool to have events to spice up that stage, the early and mid game have enough but the late game feels quite barren still. I think a good idea could be that if you're either the Confederacy or the Republic and you are more powerful than the other 2 factions combined the Hutts will sue for peace. You can choose to accept it which makes Hutt planets unconquerable but also makes them completely innert and not needed for galactic conquest so that you don't have as many planets to conquer. Or you can choose to reject it at which point they ally with the other faction so that you still have some worthwhile opposition in the late game.
