[WOTC] Balanced Finite Items

Description
Now updated for War of the Chosen!

This mod changes primary weapons and armor to be individually built, to provide a more gradual tech progression, and not unduly penalize having a single extra class (eg. building a SPARK and having to buy huge squad upgrades for a single unit).

Item costs are rebalanced accordingly so that you won't break the bank too much, but overall resource costs will generally be larger for a full squad.

Mod changes:

  • Makes primary weapons and armor finite (built individually).
  • Item costs are rebalanced by hand to account for the fact that they are built individually.
  • Unwanted weapons and armor can be sold on the black market.
  • Special handling added for SPARK BITs and faction armors which normally got upgraded on the side.
  • Pretty much everything about the mod is configurable in the INI.

Secondaries such as Gremlins and Grenade launchers stay as squad upgrades, although they do require build time.
This is to avoid forcing the same squad composition on every mission, and because shuffling your one advanced Gremlin around isn't that exciting. Like everything else, the INI supports making these finite too, if you want.

Plasma Grenades have been made finite, too - completing the Proving Ground project gives you one, and after that you can buy more at a reduced cost.

Compatibility

This doesn't override any classes, and direct incompatibility is unlikely.
Existing save games should work, but item counts may look weird if you've already built squad upgrades.

Other Weapon Mods
Items are only changed if they are mentioned in the config - which means squad upgrades of modded items stay the same. You can add a .FiniteItems line in the config to make any item finite, however, including mod items. SMGs are already supported this way by default.

UPDATE 1
Fixed a bug with spark BITs.

Build times have been turned off in the config due to a vanilla game "bug".
Apparently the "build items" screen in the squad loadout (as opposed to the Engineering one) always builds stuff instantly. Ooops. You can still enable it if you're willing to avoid using that screen.

Has anyone been able to get this to work with the the Legacy Pack? The Tier 1 items work, I assume because they're already finite, and the Tier 1 armors are there because they're already infinite, but the Tier 2 and 3 weapons and armors don't appear.

I feel like I could get this working if I could only find where the details for the TLP stuff are in one of the .ini files, but I've done a lot of searching and turned up nothing.

@Torrent I have that happen as well; as far as I can see anytime you send someone on a covert op with an ambush chance, or add and remove someone from any op before deploying; it upgrades all their equipment to the current tier; if they already have items at that tier, it creates extras of each.

the cost balance seems a bit too much in favor of aliens
if you want to equip 6 soldiers squad + infiltration units (at least 3+ soldiers) with your best warden armor for example
it'll end up costing way more than the squad upgrade.

Format I'm using is; same as the names for the items in default equipment lists in the core game cofiigs

I can't get armour for faction troopers to work; I'm 99% sure I have the right schematic name for them, but they're not on the build list, and they can't equip the normal predator suits
