This mod works on my PC version of the game. But, does anyone know where this file is kept in the Mac version of Civ VI?
I found the answer myself, if it helps anyone else, it's here:

I took the wrong path in the third round and reversed in the current round. All five cities with vision around me have started. Everyone needs to pay attention when using it

I assume its meant to work automatically when you start a game, but it doesn't work at all for me.
Yeah, technically it's cheating, but you're going to explore the area around your capital in a few turns anyway and there's almost never any other civ that close to you so it doesn't really change much, just saves you a few turns choosing where to place your first few cities.
What I do is start a game with this mod, SAVE IT, then found a city to check out the nearby area. If I don't like it I restart, SAVE IT, then found a city. Repeat until I find an area I like. Then I quit the game, disable the mod and reload the save that I liked, so now I can't see those extra tiles and I have to scout them. I just know that I like the map and I know where I want to put my capital.

It only works on your first city, not the others that you place.
@navigator17 - It takes effect when you found your first city, not before. I don't think I had any problems using it with New Frontier.
SO save before moving anything, explore to heart content, and the reload when you made up your mind where to start. It's almost as if... you time traveled!!
