I've got a suggestion, this should make World Tension lower dramatically so countries like USA cannot declare war on Germany after the treaty is signed.

@mrjohnson79 10% IMO is a bit high for rare events- but i am considering 5%.

Only 2% chance? I feel like it should be higher than that, I know it's ahistorical but I think 10% is a much better number
