Would be nice if you write it under the info thanks, as I would prefer a little bit ...
but only if you bomb Victory points and only the first time, when you hit that VP location ... and also the one who drops the bomb should get some loss, depending on faction maybe. But I see that you want , that still somehow a nuclear war should be possible, what is good !

Launch two or three nukes in one state and then look at the building slots. there should pop up a tooltip which names the categoy of the state. this needs to be "Fallout Area" so everything is working correctly.
Be sure i will take a loot at both things...
You cannot say exactly that there was a huge unloyalty in the japanese people and for me the national unity shows that: the strengh of the "inner policy".
So i decided to delete tha national unity effect (exactly minimalize it in the last edit so there will be a very small NU effect).
