This is because the modcreater does not know, that supplyreduction over 100% inclusive all techs and other things break the engine. Then the supply changes in the negative maximale value.

For example: -1000% supplies... the game says... -100% is ok... the new supplylevel is maxium supplylevel ( i think 85Mio) - 900%...change the supplyreduktion to 60% or so, and all is ok.
