Hmm, I haven't had this yet - I'll look into it and see what causes this.
This mod only works when you have the country event "has_country_flag = SOV_soviet.48_trotsky" - which is triggered by the fourth international by not doing the great purge and september '38 an event fires. Now this may be the same in the Trotskys return mod but I'm unsure.

Right click on Hearts of Iron in you game library > properties > betas > Select from the drop down menu: 1.3.3_beta - Torch Patch
All you have to do is not do the great purge, wait for the fourth international and an event fires (soviet.48) where you can choose between a minor or a major civil war - minor choice brings back Trotsky and kills Stalin.
