What do you mean they can't break free? I've never played without TfV so maybe it's a feature of that, but if they build autonomy and political power they can break free without any issue. If you want to do that, just TAG INS, add_autonomy INS 1000, PP 250, then break them free, repeat for MAL. Shouldn't be hard.
