Report a translation problem
It is a bug that goes away the longer the game is played(germany is ok around june), i think as each get politically manipulated they start to clear up over time. Especially when you start getting into the wars
If you want proof, load it up all by itself as Germany and look at your political pie, your navy, and your navy tech.
