Ragnarok makes no changes whatsoever to the seize gold reserves decisions. So if you have issues with how they function, take it up with Paradox.
Did you accidentally make it so that you have to control ALL of their owned territory, INCLUDING COLONIES???
Just set it to controlling all core states if your goal is to stop cheesing. My economy is going to fail in a week and it wouldn't be the case if I could actually take the French and Spanish gold.
I play with all DLC on the most recent version.
I've tried the mod with a friend and we got to october 1937 on Regular + normal, before quitting in despair. It is quite a challenge. Thing is the allies don't seem to get exhausted at all (they were loosing a lot of equipment mid-37, but by the end of the year they were healthier than ever). I was wondering when do you get the initiative back in your games, and what is 'allies exhaust themselves' supposed to mean (is this about equipment ? manpower?).
I really like the mod tho thanks for making it.
You'll have way more divisions on easier settings. Normal gives you like 50-60 good divisions worth of equipment compared to Brutal. You yourself said you had "20k extra arty and 150k extra rifles" in reserve. That's 150+ divisions worth that you had sitting idle.
Also, a lot of the enemy divisions will be trash like 4-battalion 1918 infantry. Or even militia. So while the enemy numbers might seem high, the odds aren't as bad as they appear.
What AI exploits? If you spend 1936 wisely, you'll have the troops to win, though it might take you a few tries to get it right.
I suspect that unless you abuse certain AI bugs you collapse very quickly.
This scenario is supposed to be hard, but there are also difficulty options. For your first game, that should be Recruit+Normal, maybe even Civilian.

That's WAY too few divisions. On Regular + Brutal, at the oubreak of war, I'm at around 180 infantry divisions. Mostly 9INF+AA, around fifty with Art+Eng too. Plus 10 panzer divisions: 8LARM+4MOT.
With that, I can just BARELY hold on until the Allies exhaust themselves after several months. Number one priority is using up your starting manpower pool, and if playing on Recruit difficulty, switch to Extensive Conscription too.
I can get about 120 divisions (7 inf, 2 arty) and supply them all with at least 20k extra arty and 150k extra rifles.
set my fallbacks with rivers, 3x bunkers on each tile, along with 3 anti air on each area too.
But my 120 divs are split across the entire frontline, leaving about 2-4 per tile. Which isn't enough when the AI just stack about 80-100 per tile.
Interesting concept, but because the AI can just outnumber you the moment the game starts, you can't get anywhere.
I don't recommend this mod to anyone. Not fun at all.
I'd recommend against using mods that affect game balance, at least until you've played a campaign or two. On Regular + Brutal in the 1937 scenario, I spend most of the Allied spring offensive desperately hanging on by my fingernails. With something like Expert AI, it would probably be unwinnable.
What mods would you recommend to enhance the experience, both for QoL and AI enhancement? I assume EAI might be out of its confort zone here.
I did think about it in the past, but the biggest issue is maintaining the mod long-term. Each patch could break something, and I also want to make sure the difficulty remains high. Island nations like Japan and the UK would be impossible to make challenging.
Vichy France was disabled a year or two ago for a couple reasons. One, it caused a lot of lag when it formed and the Allies DOW'd it. Secondly, it messed up the AI for a while and made winning the war way too easy if you just drove for Paris from the start.
I've tested with all DLCs and no DLCs and both times Germany was at war with the entire world. Are you using any other mods that might be affecting this? Or maybe these were civil wars?
Alternatively, it could have just been a visual bug. I've sometimes seen countries like the UK (which has colonies all over the world) not coloured on the diplomacy screen, hence appearing to be neutral.
I used nearly all infantry to hold until I got medium tanks and produced a few chunky med. tank divisions to push for encirclement, still lost once the Soviets and Americans got their industries fully rolling with the Soviets sh***ing out tanks.

Are you playing with any overhaul mods? Those will generally cause issues.

This mod is about ramping up the challenge significantly. What difficulty are you playing on? The 1937 mod was balanced so that Regular+Brutal is barely winnable (which I have indeed done). For someone new to the mod, Recruit+Normal is recommended. While the Allied hordes might seem insurmountable at first, they can't sustain the huge equipment losses they suffer, and eventually the attacks will subside, allowing you to go on the offensive.
Playing this mod requires carefully optimizing every aspect of your production. You can't afford to waste ICs. I replayed 1936 dozens of time. Go to around page 8 in these comments where I had a discussion with sm0kin about that. All the divisions on the eastern front need AA. I aim for ~10 panzer divisions at war start.
