After reading about the Madcap class, it makes so much sense now. As sloppily made as this cosmetic is, this guy just wanted to pay tribute to a removed class from early in TF2's history (unfortunately I missed the window to play this class). Then Valve conveniently rejected the workshop submission. Why the secrecy, Valve? You got something to hide?

Still not sure why they removed him from the game. He was so fun. Sure he was a bit powerful, but he was one of the few classes that could properly counter Sniper. Real shame they removed him, hope they decide to revert it some day.
