Indeed, It is possible. There is a way of importing models into SFM then uploading them into the workshop for others to use.

This is the car I think you want to Import. (The Zootopia Police Truck/SUV)

First you will need to contact the creator. (If you are uploading it to the workshop for everyone's sake. Or if you will get one of your friends to do it if they are good with SFM.)

This video should help if you are willing to import it. Anyway it describes every aspect if you were to get it from the Garry's mod website. Please keep in mind this is earlier video of someone explaining how to import from 2013 so sorry if it might not help.

If this method doesn't work then please contact me or again get a friend to help you out if he/she is familar with SFM. I am NOT an expert on SFM but I know my way around. Hope this helps.

Very nice work so far; these are so far the only models of Nick and Judy I know of that have been made available for SFM; but as others have said, the models could use a bit more work; for one Judy's arms seem a little too thin, especially along the shoulder area, and she seems to lack the claws on her fingers; not only that, but the most glaring thing is that Nick and Judy's feet are, well...a little too short? Judy's especially. Despite all this, good work so far, and I hope to see more improvements on these in the future if you plan on it :)
