Honestly this breaks the game on a fundamental level. Now there's no reason whatsoever to kill people besides objectives.

For the cheats - yes, both extreme and insane unlock them.

You get cheats (including god mode) after you beat the game on extreme or higher. Or you mean a mod that gives you all cheats unlocked right away?
