I don't know if this is still relevent, but for all the people asking how to get this, it is now an item in TF2. You can find it via the item drop system, or you can craft it.
It's a great weapon!

Not a rip-off. This is what the Hitman's Heatmaker was called before Valve actually added it to the game. See the "CONSIDERED FOR USE IN:" bar to the right.
