IIRC in the unmodded game there's a % chance that randomly generated soldiers will generate with facepaint, which one they get is pulled from the pool of ones that're installed.

If you are having issues with the mod working with WOTC, there is a fix.
Edit the .XComMod file (in this case "ReplikantsCustomFacePaints.XComMod") found in the mod directory (steam/steamapps/workshop/content/265800/619525059). When you open the file, you will see this at the top:
[mod]
publishedFileId=619525059
Title=Custom Face Paints
Description=A package of custom, handmade facepaints. JUST UPDATED!
Add "RequiresXPACK=true" (w/ out the quotes) below the description line and the mod will load. It should work for this mod, but won't work for every vanilla mod out there. If you need more explanation check out this thread: https://steamcommunity.com/app/268500/discussions/0/2568690592363026091/

No bug with other mod, perfect.
I'm not a WotC player, yet I've come across a few mods now that have been updated for WotC and caused vanilla save game crashes. WotC seems to have been poorly thought out coding wise by Firaxis.
Let's hope this mod stays vanilla friendly for the majority of XCom2 owners and if required a WotC version made for those that have paid the same price again for a DLC.
@Replikant: A shitload of mods that aren't voice-packs or vanilla-classes got broken. Including many customization-mods.
