"Go to "My Games > XCom 2 > XComGame > Config > XComEngine.ini" and delete ALL lines that start with "ModClassOverrides"

I've found if I have other mods that edit key bindings active then my key bindings I make in game don't stick between sessions. Is that what you mean?
I start the game with the -regenerateinis argument, configure key bindings, exit and remove the argument. That seems to work until next time I need to clear my user config files.
If you leave it active then no mods will ever work.

I also use [WoTC] Better Tactical Zoom out
it works fine with it.
Just open the file "C:\Program Files (x86)\Steam\steamapps\workshop\content\268500\616359783\Config\XComTacticalInput_FreeCameraRotation.ini" and change the value of bAnalogMode from false to true .
Just replace the path at the beginning with your own.
I spent a lot of time and nerves to understand why after switching from the GOG version of the game on Steam I suddenly stopped working mod. I read the comments where they write about changing other configuration files and changing mod files and even the file I was supposed to change, but I somehow missed this solution by my eyes.
This solution needs to be stated in huge letters in the description so you definitely don't miss it. Or maybe update the mod with this value at all.
You don't need to change anything else and especially not to add RequiresXPACK=true to the config (let me know if someone still needs it).

In XComTacticalInput_FreeCameraRotation.ini I have
CAMERA_ROTATION_FIXED=7.0f
and
bAnalogMode=true
That rotates the camera freely enough for me, without 45 degree increments.

I rebind Target Preview to, IIRC, Right Ctrl.
Of course, deactivating it instantly interferes with my saved game (or threatens to). Could this be deactivated in-game, or the camera be reverted to vanilla in some way?

You need to add RequiresXPACK=true below the "Description=" line, in the file located here -> "C:\Program Files (x86)\Steam\steamapps\workshop\content\268500\616359783\FreeCameraRotation.XComMod"
Try unsubscribing and resubscribing then check that link I posted in February.
What do you mean by "rotating is still locked like in the vanilla game"? Vanilla rotates by 90 degree increments.
I tried deleting XComCamera.ini and XComEngine.ini, as well as the relevant workshop folder in the Steam files, but it didn’t work :( Any help would be much appreciated.
it was some weird shit with highlander and other mods, for some reason unless highlander is the only mod on for the first boot after clearing the configs, nothing else actually works properly.

any mode that would change the zoom out to make it zoom more or less than vanilla will cause that bug
