and this mod will go after JFD mod.
Anyway the problem is JFD's Prussia Civ mod "references" Enlightenment era mod. References are used to assure "mod which reference other mods" goes after "mod which is referenced". Stupidly, I've never thought referencing can change load order. It seems that "mods referencing other mods" always goes after "last installed" mods. And as far as I know (and almost certainly) there's no way to force change load order.
So, the solutions are, deleting reference of the JFD's Prussia mod, or add reference from this mod to JFD's Prussia mod. First solution is simple. Go to the JFD mod's folder, Open .modinfo file, and delete line including "Enlightenment Era". But It could casue problem if JFD mod don't go after Enlightenment Era mod.
I tested it again and it works well for me on JFD's custom civs. I'm still guessing it's mod loader problem. Because if THIS mod loads prior to other Custom civ mods, it only let vanila UU be not obsolete as this mod cannot be applied to custom civs, but only vanila civs. When you select mods which to be activated, and Click "Next" , and after loading, there will be screen with "Singleplay" button and activated mods list below. At this point, this mod MUST be placed at the bottom of the list. You can change mod's load order by deleting and reinstalling. Last installed mod goes last on order. I hope you test it again and things work out.
