When I saw this weapon I got the impression of a scarecrow arm with a knife tied into its hand. 'EHRMAIGRD IZ ESHUM'

cool. i think some good stats to fit the weapon would be:
+25 run speed when active
+on hit: 5 sec bleed
+on miss: 80% chance to hit yourself

@iSmile02 as its a scissor based weapon bleed could be better i think
Bleed for 5 Seconds
-15% firing speed
+10 Hp on wearer

While overall is good, perhaps addition of second blade could be more preferable? Either way though looks fine and enjoyable as it is.

Cool idea, though only suggestion is make the red part seems more winter like, maybe candy cane swirl, and make sure to have blue color too.
