Report a translation problem
The AI can freely order all available ships through decisions, provided it has enough money and the required level of relations with the selling country. The only restriction is for aircraft carriers — the AI cannot order them (since they are unique units), and I left that option for the player only.
At the moment, I’m not planning to develop a similar mod for the vanilla game, mainly because I’m not interested in that time period or the ships of that era. This mod took about a month to make, most of which was spent collecting and organizing information about the ships, and only a few days were spent on actual coding. So without any enthusiasm for that era or those ships, I’m not considering such a project for now. But you can look for similar mods on the Workshop — maybe something like this has already been made.
That said, I’ve pushed some changes that should fix your problem with 99% certainty, but you'll need to create a new playset. The mod should be working properly now.
